The idea of targeted monitoring is a good strategy. Will this be your proposal? Tell me about what the reader will do after reading such a document. To just inform, seems odd here, as the risks are very serious.
Can visualization help with "seeing" an increase in attacks? Will AI eventually be used to monitor, detect, and then warn administrators?
And, ask me about how much of this information is hidden within the profession and proprietary systems.

This is a really fantastic idea! My brother actually works in cyber security and talks about implementing better strategies to avoid the manual labor of analyzing system threats after detection. I would be interesting in what your project will ultimately lead to:

Context: With limited resources, system administrators cannot employ one-hundred percent of their time to monitoring their systems. However, it is difficult for administrators to recognize what times of day are most effective to monitor a system. Knowledge of cyber-criminal trends and when a system is most vulnerable may influence one’s decision to allocate time and resources.
